Allegations of corruption scandals with incinerators is one of the most discussed topics in recent months in Albania. The Special Structure Against Corruption and Organized Crime has been investigating for two years the accusations raised by the opposition for a corrupt affair with the incinerator contracts. SPAK has arrested the former Minister of Environment, Lefter Koka, and has requested the arrest of two directors of concession companies, Klodian Zoto and Stela Gugallja, who have been declared internationally wanted. Investigations continue.
In this documentary we will show the accusations of violation of the law in the concession contracts for the incinerators of Elbasan and Fier. It starts with the origin of the problem, with the legal breaches committed by state institutions in relation to the European Union directives on waste management. Then all the legal violations are listed step by step, accompanied by documents proving the accusations of abuse of power in the case concession contracts between state institutions and the concessionaire company for the construction of the incinerator in Elbasan and Fier, accusations of implications of senior figures of state institutions involved in this process, unjustified financial invoices on behalf of the concession companies, and the role of each head of the ministries related to the concession contracts for the incinerators of Elbasan and Fier.
